Faculty Union Sues New York Over Health-Insurance Increase - The ...

United University Professions, the union that represents State University of New York faculty members, was among a number of unions that sued the state on Wednesday in federal court in hopes of reversing a state-mandated 2-percent increase in health-insurance rates for retirees. The unions said the increase was imposed unilaterally, was arbitrary and capricious, and amounted to a breach of contract. About 4,000 retired faculty members are affected, the union said.

Iowa voters hold sway over how president is chosen (AP)

DES MOINES, Iowa ? All across Iowa next Tuesday, tens of thousands of Republican voters will travel through a chilly Midwestern night to the warmth of a local church or gymnasium for caucus meetings to select presidential candidates, the first voting in the 2012 election campaign.

These Midwestern, mostly white voters hardly resemble America as a whole, and their voting system puzzles most people. Yet Iowa holds substantial sway over how the nation chooses the president.

"Iowa will choose the next president of the United States in their early caucuses," Republican hopeful Michele Bachmann said recently. "This is the cannon shot."

The caucuses ? essentially community meetings ? have served as a launching pad to the nomination, and often to the White House, for the past 40 years, though they've been around since the 1840s. Candidates tend to lavish attention on Iowa, hoping that a good showing will give them a burst of publicity to improve their chances in New Hampshire, which votes Jan. 10, and in other early voting states.

It's this contest that helped propel Republican George W. Bush and Democrat Al Gore to their parties' nominations in 2000. It also helped Democrat John Kerry become Bush's challenger in 2004. And the caucuses gave Democrat Barack Obama his first win in 2008, though Mike Huckabee won on the Republican side, not the eventual GOP nominee, John McCain.

The caucus process seems arcane and mysterious, even to people in Iowa. That is in part because most people don't even participate. About 359,000 people ? 17 percent of registered voters in Iowa ? showed up for Democratic and Republican caucuses in 2008. Turnout will certainly be lower this year, since Obama is unopposed. And the GOP turnout may not exceed the record-setting 120,000 attendees that the party's contest saw four years ago.

Caucuses are held in all of the state's 1,774 voting precincts, some in remote spots where only a handful of voters gather, others in big community centers or schools that host several precincts under one roof. In all, Republicans will gather in about 800 locations.

This relatively small number of voters, and their overwhelmingly white makeup, routinely bring Iowa's caucuses under attack by outsiders who want more clout for their own states. Only 5 percent of Iowa's electorate is Hispanic and only 3 percent is black, compared with a national electorate that is 16 percent Hispanic and 12 percent black.

For their part, Iowans jealously guard their first-in-the-nation nominating contests.

While both parties in Iowa use the caucus system to choose candidates, Republicans and Democrats go about things differently.

For the GOP, the caucuses are simply a straw poll, meaning the results are not binding. While Democrats use the caucuses to choose delegates who are expected to support their favored candidate, Republicans handle that later at county and district conventions.

After electing a temporary chair to run the meeting and a secretary to record the proceedings, any Republican who chooses can briefly speak in favor of a candidate. Ballots are then passed out and participants mark their choices in private. Those ballots are quickly counted and the results called into party headquarters, where they are posted online as they are received.

Any Republican voter can participate, including those who register when they arrive at the event. People too young to vote can also take part if they will be 18 by the general election.

Democrats, when there are multiple candidates, take a more convoluted approach.

Democrats break into preference groups at their caucuses, publicly declaring which candidate they favor. Candidates must get support from 15 percent of those attending the caucus in order to receive votes. Once they break into those groups, activists try to attract those whose candidates have fallen short of the 15 percent threshold.

After the results are reported to party headquarters, the numbers are run through a formula that changes the value of votes based on a county-by-county analysis of Democratic performance in the last gubernatorial and presidential elections.

"The Republican caucuses and Democratic caucuses are two different beasts," said Democratic strategist Phil Roeder. "In the big picture, it makes for a very different result."

Democratic strategist Jerry Crawford put it another way: "Democrats always like to make things more difficult."

Although the Republicans have a simpler system, caucuses by both parties require more time and greater participation than in a primary election.

Activists said that level of commitment means that for a candidate to be successful, he or she must make connections with voters, then build an organization that can get them to their precinct gatherings.

"People still expect to see the candidates in person," said Steve Scheffler, who heads the influential Iowa Faith and Freedom Coalition. "The candidates who have spent the most time here will benefit."

Actress Patricia Clarkson to lead Carnival parade (AP)

NEW ORLEANS ? Actress Patricia Clarkson will lead the Carnival parade of the Krewe of Muses in her hometown of New Orleans.

The star of the 2010 thriller "Shutter Island" and the 2003 drama "Pieces of April" will step into a whimsical limelight by riding on a red fiber-optic-lit float shaped like a high-heeled shoe.

The Krewe of Muses is an all-women's organization that parades through New Orleans on Feb. 16.

The krewe traditionally selects an honorary rider who exemplifies a muse from Greek mythology, such as dance, poetry or music. For 2012, the club said it chose Clarkson as its honorary "EveryMuse" because she embodies the spirit of all muses.

'Extreme Clutter' Season 2 Premiere: Mackenzie Phillips Lets Go Of Her Past With Peter Walsh (VIDEO)

Former "One Day at a Time" star Mackenzie Phillips has had a difficult few years, between a stint on Vh1's "Celebrity Rehab" and being in the media spotlight over an alleged sexual relationship with her famous father. But she?s intent on moving forward.

In her latest effort, Phillips is getting somewhat of a makeover thanks to OWN's "Extreme Clutter." On Part 2 of the show's Season 2 premiere, which airs Jan. 2, organization expert Peter Walsh visits the actress to help her gain control of her home. It's crowded with material representations of painful memories that stem from years of substance abuse and emotional family upheaval.

"I think it's the last vestige of the junkie I used to be," Phillips says of her cluttered home in this exclusive video interview. "But why am I hanging onto the past?"

Phillips's home doesn?t appear particularly overloaded with objects. "It's not like 'Hoarders,'" she explains, noting that her problem is "hidden clutter." In sorting through her things, Phillips picks up a doll from her father, John of The Mamas and The Papas, and boots from her actress/model sister, Bijou.

Walsh notes that the actress's house is "filled with disturbing reminders of her days as a drug addict." Throughout the series, Walsh helps people whose lives have been dramatically affected by overwhelming clutter. He guides families through the emotional journey of overcoming their attachment to material items by pinpointing the root of their problems and guiding them towards a clutter-free life.

And seemingly, it works with Phillips. "You let go of the things that have negative power and keep the things that fit into your future," she says about what she's learned at the end of the interview.

"Extreme Clutter" will have a two-night premiere beginning Sun., Jan. 1 at 11 p.m. EST on OWN and then Mon., Jan. 2 in its regular time slot at 10 p.m. EST with Mackenzie Phillips's episode.

Oil from 2007 spill surprisingly toxic to fish, scientists report

Thick, tarry fuel oil disgorged into San Francisco Bay from a damaged cargo ship in 2007 was surprisingly toxic to fish embryos, devastating the herring population that feeds seabirds, whales and the bay's last commercial fishery, scientists reported Monday.

Although the bay's herring spawning grounds are now free of toxic oil, studies have found that the moderate-size spill of 54,000 gallons had an unexpectedly large and lethal effect.

The culprit, a common type of ship fuel called "bunker fuel," appears to be especially toxic to fish embryos, particularly when exposed to sunlight, according to a study published Monday in the Proceedings of the National Academy of Sciences.

"That's the big lesson," said John Incardona, a toxicologist with the National Marine Fisheries Service. "This bunker oil is literally the dregs of the barrel, and it's much more toxic than crude oil."

The container ship Cosco Busan spilled low-grade bunker fuel after it sideswiped the San Francisco-Oakland Bay Bridge on a foggy November morning four years ago. This type of sludge-like fuel is cheap and thus popular among operators of commercial shipping fleets that transport raw materials and goods around the globe.

Scientists have traditionally focused on larger crude oil spills, such as last year's Deepwater Horizon drilling rig blowout in the Gulf of Mexico or 1989's Exxon Valdez tanker disaster, in which 11 million gallons of oil were discharged into Alaska's Prince William Sound. The Exxon spill is suspected of wiping out the sound's herring fishery, which has never bounced back.

From studies in Alaska, scientists knew that oil could cause heart deformities to developing herring in their embryonic sacs.

But after examining herring embryos placed in cages in shallow waters near the Cosco Busan spill site, researchers were surprised to find that nearly all had died, and their tissues were deteriorating faster than expected in the bay's chilly water.

"We didn't think there was enough oil spilled to cause this much damage," said Gary Cherr, a study coauthor and director of the UC Davis Bodega Marine Laboratory. He described the total spill as similar in size to a large backyard swimming pool.

Oil and water don't mix. The fat-filled herring egg sacs can act like little sponges, soaking up the highly toxic compounds from the bunker fuel. Once exposed to sunlight during low tides, the oil compounds became even more lethal to developing fish.

"Bunker fuel is used worldwide and is spilled relatively often," Cherr said. "It is important to look at small spills in sensitive areas," he added, now that science understands the lethal potential of low concentrations.

The owners and operators of the Cosco Busan in September agreed to pay $44.4 million to cover government claims, the cost of the cleanup ? about half of the spilled oil was captured ? and bay restoration programs. Besides tarring about 30% of the bay's herring spawning grounds, the spill killed about 6,800 seabirds and closed beaches for months.

Mayor: Christmas house fire kills 5 in Connecticut

STAMFORD, Conn. (AP) ? Fire tore through a house in Stamford early Sunday, killing five people and making it among the worst Christmases in the city?s history, the mayor said.

Officials said the fire, which was reported shortly before 5 a.m., killed two adults and three children. Two others escaped. Their names have not been released.

?It is a terrible, terrible day for the city of Stamford,? Mayor Michael Pavia told reporters at a news briefing at the scene of the fire. ?There probably has not been a worse Christmas Day in the city of Stamford.?

Acting Fire Chief Antonio Conte said attempts by firefighters to rescue the house?s occupants were pushed back by intense flames and heat.

He said fire officials do not yet know the cause of the blaze and likely will not get clues for a few days until fire marshals can enter the house ?and figure out what happened.?

Chief Conte said he did not know the conditions of the two survivors.

?We had our hands full from the moment we arrived on the scene,? he said.

A neighbor, Sam Cingari Jr., said that he was awakened by the sound of screaming and that the house was entirely engulfed by flames.

?We heard this screaming at 5 in the morning,? he said. ?The whole house was ablaze, and I mean ablaze.?

Mr. Cingari said he did not know his neighbors, who he said bought the house last year and were renovating it. Power also was out in the neighborhood, he said.

Charles Mangano, who lives near the scene, told the Advocate of Stamford he saw a barefoot man wearing boxers and a woman being led out of the house.

The woman said, ??My whole life is in there,?? he said. ?They were both obviously in a state of shock.?

Tony Low-Beer, another neighbor, said he was awakened by a neighbor after 4 a.m. who told him about a ?raging fire? next door.

?Cinders were flying all over the place,? he told the Associated Press.

He said he secured his three dogs and put his iguana in a carrying case because he was concerned he might have to evacuate. As of Sunday afternoon, he was still at his home.

iPhone Registers Good Sales in UK, Android OS Going Strong

Latest data from Kantar Worldpanel ComTech, a leading research organisation focusing on consumer knowledge and insights on consumer products, shows that Apple has increased its share of the UK smartphone market to 30.9 per cent in the past 12 weeks of sales. Its share in the same period last year was 21.4 per cent.

ComTech releases these figures after tracking purchase, source of purchase, mobile phone bills/airtime and phone usage.

Apple iPhone looks like the preferred item this Christmas among Britons. ?However, consumers in Germany and France are not adding an iPhone to their Christmas shopping list.

"In Great Britain, the US and Australia, Apple's new iPhone continues to fly off the shelf in the run up the Christmas, reversing the share losses seen during much of 2011.? However, this trend is far from universal, with sales in Germany and France somewhat underwhelming.? In fact, in Germany, Android achieved a dominant underwhelming.? In fact, in Germany, Android achieved a dominant 61% share of smartphone sales in the latest 12 weeks, with the Samsung Galaxy S II the top selling handset," says Dominic Sunnebo, global consumer insight director. ??

The UK's smartphone market is highly competitive, sales have gone up by 71.5 per cent in the past 12 weeks. This means 47.3 per cent of the British population now owns a smartphone.?

Different brands are luring consumers to push their sales and increase their market shares.

Android, Google's operating system, has the highest market share in the UK (almost 50 per cent). The second and third top competitors are BlackBerry (22.5 per cent) and Apple (18.5 per cent).

Across Europe, Android is the number one market leader, but the handset manufacturers are fighting out to push their sales. ?Android is used by Samsung, HTC and host of other brands.

Due to their attractive price range, HTC smartphones are the most popular Android devices in the UK. ?HTC has maintained a market share of 44.8 per cent of Android sales in the past 12 weeks.

Samsung is catching up with sales of Galaxy SII and Ace handsets. Sony Ericsson handset is squeezed in the competition with sales dropping to 8.5 per cent between September- October this year. Last year, during the same period, its share was 20.5 per cent.

"Typically Christmas gifting in the mobile market doesn't really get started until December.? Last year just under a third of all phones bought were given as presents and this figure rose to 46 per cent in December 2010.? Blackberry handsets were the most popular, making up 40 per cent of the smartphones bought as gifts last December.? We think this trend will be repeated in 2011. In fact, 55 per cent of Blackberrys sold this November were bought as gifts," says Sunnebo.

The study also notes that the smartphone competition is getting stronger in fast-growing economies like Brazil.

COLLEGE STATION, Texas (AP) ? Texas A&M senior offensive lineman Joseph Villavisencio has been killed in a car accident, according to the university.

Witness reports say that Villavisencio swerved to avoid a buzzard and veered head-on into the path of an 18-wheeler near the town of Normangee about 40 miles from College Station, on Thursday.

Villavisencio spent part of Thursday with the team delivering gifts to families at a local shelter after the Aggies finished their last workout on campus in preparation for the Meineke Car Care Bowl. Villavisencio was heading to his home in Jacksonville, Texas, at the time of the crash.

Villavisencio saw very limited action in his career with the Aggies, but touched many involved in the program. Former coach Mike Sherman says everyone will remember him as a person "who would do anything for anybody."

The 22-year-old was a three-year letterman whom athletic director Bill Byrne says "epitomized selfless service" to helping the Aggies improve as a team.

Syria government: 30 killed, 100 wounded in blasts

More than 30 were killed and 100 wounded in bomb attacks targeting security and intelligence buildings in Damascus on Friday, the Syrian government said.

Deputy Foreign Minister Faysal Mekdad announced the death toll while accompanying an advance team of Arab League observers to the scene of the blasts, which state TV says targeted security and intelligence headquarters and appeared to have been carried out by al-Qaida.

Mekdad said the blasts bolster the Syrian government's claims that the turmoil shaking the country since March was the work of terrorists and armed gangs. "We said it from the beginning," he added.?

The blasts were the first such attack in the Syrian capital since the start of the uprising against President Bashar Assad in March and came a day after the Arab League observers arrived in the country .

"The terrorist attacks left a number of martyrs, both civilian and military. Most of the victims were civilian," state TV said.

The explosions went off within minutes of each other. They took place in the upscale Kfar Sousa district.

Residents in Damascus reported hearing gunfire and ambulance sires for few minutes following the explosions.

The United Nations says more than 5,000 people have been killed in the crackdown waged since March by the Syrian regime against protesters.

With the arrival of Arab observers, the government has been eager to make its case, saying Thursday that 2,000 of its security personnel and soldiers have been killed in the turmoil.

APNewsBreak: Yankees hit with $13.9M luxury tax (AP)

The New York Yankees were hit with a $13.9 million luxury tax bill Thursday, their lowest since 2003.

The fee, assessed by Major League Baseball under its labor contract, is down from $18 million last year and $25.7 million in 2009, when the Yankees won the World Series.

Boston, which missed the playoffs for the second straight season, is the only other team that will have to pay a tax. The Red Sox received a bill for $3.4 million, up from last year's $1.5 million.

Season-ending payroll information and the tax was sent to teams and obtained by The Associated Press.

According to the collective bargaining agreement, checks to pay the tax must be sent to the commissioner's office by Jan. 31.

New York has paid the tax in all nine years since it began, $206 million of the $227 million raised under the penalty for high payrolls. The only other teams to pay have been the Red Sox (a total of $18.8 million), Detroit ($1.3 million) and the Los Angeles Angels ($927,000).

The Yankees pay at a 40 percent rate on the amount of their payroll over $178 million, a figure that includes the average annual values of contracts plus benefits. Boston, which exceeded the threshold for the second straight year, pays at a 30 percent rate. For purposes of the tax, New York's final payroll was $212.7 million and Boston's was $189.4 million.

Under the new labor contract, the Yankees' rate would increase to 42.5 percent next year and 50 percent in 2013 if they continue to exceed the threshold, and Boston's rate would go up to 40 percent next season.

But if in any year a team goes under the threshold, its rate decreases to 17.5 percent the next time it pays the tax.

As an added incentive for the high-spenders to decrease payroll, if they get under the threshold they will become eligible to get back some of the money they contribute in revenue sharing. The tax threshold stays at $178 million through 2013, then goes to $189 million in each of the following three years.

New York's payroll under the conventional method of calculation ? salaries and prorated shares of signing bonuses ? increased from $215 million to $216 million, still below its high of $222.5 million in 2008.

Boston remained second and finished at $174 million, an increase of $3 million. Philadelphia stayed third at $165 million, a rise of nearly $20 million.

Even before adding Albert Pujols and C.J. Wilson, the Angels were fourth at $143 million, followed by the financially troubled New York Mets at $142 million, an increase of $14 million and a figure that likely will drop by $30 million or more next season. They were followed by the Chicago teams, who both missed the playoffs, with the Cubs at $141 million and the White Sox at $126 million.

World Series champion St. Louis was 11th at $113 million, and AL champion Texas was 13th at $104 million. Milwaukee (16th at $93 million), Arizona (24th at $66 million) and Tampa Bay (29th at $45 million) made the playoffs from the bottom half of payrolls, while the 2010 champion San Francisco Giants ($125 million) and Minnesota ($115 million) were among the high-spending teams to miss the postseason.

The Marlins, who have added free agents Jose Reyes, Mark Buehrle and Heath Bell as they prepare to open their new ballpark, were 25th at $62 million. The Los Angeles Dodgers kept their payroll steady at $110 million as owners Frank and Jamie McCourt argued in divorce proceedings that helped cause the team to file for bankruptcy. The Dodgers' payroll had been $132 million in 2009.

Kansas City dropped from $77 million to last at $45 million. Houston, sold during the season, fell to $81 million from $90 million last year and $108 million in 2009.

Overall payroll was $43,000 shy of the $3 billion mark, up from $2.91 billion last year.

Payroll figures are for 40-man rosters and include salaries and prorated shares of signing bonuses, earned incentive bonuses, non-cash compensation, buyouts of unexercised options and cash transactions, such as money included in trades. In some cases, parts of salaries that are deferred are discounted to reflect present-day values.

The commissioner's office computed the average salary at a record $3,039,161, up 3.6 percent from last year's $2,932,162. The players' association, which uses a slightly different method, pegged the average at $3,095,183 earlier this month, up 2.7 percent from $3,014,572.

What Higgs result means for dark matter conspiracy

RECENT hints of a featherweight Higgs boson don't just take us nearer to a complete standard model of physics. The results affect a possible link between the Higgs and dark matter, the invisible stuff making up 80 per cent of the universe's matter.

The Higgs is the last remaining hole in the standard model, the leading theory for how particles and forces interact. On 13 December, physicists at CERN near Geneva, Switzerland, presented data from the Large Hadron Collider suggesting Higgs bosons with a mass of 125 gigaelectronvolts (GeV) were made.

The Higgs is detected by looking for suspicious excesses of particles that it might decay into. Before the recent finding, some theorists had speculated that the Higgs hadn't shown up yet because it decayed into two dark matter particles, or WIMPs (weakly interacting massive particles), which would be invisible to the LHC's detectors. If that was the case, each WIMP would have to be less than half the mass of the Higgs.

Now Yann Mambrini of the University of Paris-Sud in Orsay, France, and colleagues point out that the new Higgs results suggest that the particle isn't decaying into dark matter (arxiv.org/abs/1112.3299). "The new discovery would show the Higgs is not invisible," says Mambrini.

This needn't destroy its connection to dark matter: the two may still be linked via other processes. But as the Higgs would decay into dark matter if it could, the WIMPs must now be heavier than 60 GeV for the link to survive. That fits with one space-based whiff of dark matter but not three earthbound experiments that claimed to see lightweight WIMPs.

A fourth experiment, called XENON1T, should resolve the issue. If WIMPS are indeed heavy, in one to two years they should show up there. If they don't, however, then theorists may have to throw out the Higgs-dark matter conspiracy.

State attorney: Judges broke law in Berenson case (AP)

LIMA, Peru ? Peru's anti-terrorism attorney said Sunday he will seek misconduct charges against the three judges who granted paroled U.S. activist Lori Berenson permission to leave the country for the first time since her 1995 arrest.

Julio Galindo said he would ask prosecutors on Monday to charge the judges with violating anti-terrorism laws by clearing Berenson to travel to New York City with her toddler son to spend the holidays with her family.

Despite the court's approval, the 42-year-old Berenson was prevented from boarding a flight on Friday.

Her lawyer, Anibal Apari, told The Associated Press that Berenson presented the court's authorization, which stipulates she must return by Jan. 11, to migration officials but they demanded an additional document that she didn't have because it doesn't exist.

Apari said he would try to resolve matters with Interior Ministry officials on Monday so Berenson and 31-month-old Salvador can travel. Apari is the child's father; he and Berenson met in prison and are amicably separated.

Neither the Interior Ministry nor any senior government official gave an explanation for why Berenson was barred from leaving the country. Interior Ministry spokeswoman Zully Bismarck did not return repeated phone calls from the AP seeking clarification.

Galindo had fought to reimprison Berenson after her May 2010 parole, arguing that she did not qualify for early release from the 20-year sentence for aiding the leftist rebel Tupac Amaru Revolutionary Movement that ends in 2015.

While failing in that goal, he did succeed in getting Berenson and Salvador returned to prison on a technicality for 2 1/2 months before a court ordered her freed.

Galindo was asked Sunday if his superiors at the Interior Ministry approved of his efforts to prevent Berenson from leaving the country and to seek criminal charges against the judges that carry prison terms of up to five years in prison.

"I can't speak for other officials," he said. My job is the follow the law."

"This is a technical and not a political matter," he added.

On Friday, Galindo filed a motion seeking to nullify the previous day's decision by the judges authorizing Berenson's trip and declaring she did not represent a flight risk.

He said that Peruvian law bars parolees convicted of terrorism-related offenses from traveling abroad, though criminal law expert Luis Lamas said the judicial authorization that Berenson obtained granted her an exemption from that law.

A former Massachusetts Institute of Technology student who had previously worked with El Salvador's leftist rebels, Berenson was arrested at age 25 and accused of helping the Tupac Amaru group plan an armed takeover of Congress, an attack that never happened.

A military court convicted her the following year and sentenced her to life in prison for sedition. After the U.S. government pressured Peruvian officials, she was retried in civil courts in 2001 and sentenced to 20 years for terrorist collaboration.

Berenson's parents, often outspoken on her behalf, have not commented on their daughter's situation in the wake of Friday night's disappointment.

Her father Mark, a college statistics professor who turns 70 on Thursday, said Friday that his daughter intended to respect the law and return to Peru.

Yet many Peruvians see her as a symbol of Peru's 1980-2000 conflict, which claimed some 70,000 lives and in which the fanatical Maoist Shining Path movement did most of the killing.

Berenson's journey from prison inmate to parolee has been anguished, and Peruvian news media have repeatedly hounded and mobbed her and frightened Salvador.

Lori "just wants to be a low-profile person and get on with her life and be a good citizen," her father told the AP. He said he planned to ask President Ollanta Humala to law commute his daughter's sentence.

Humala, a former army lieutenant colonel, has not indicated whether he might do so.

Unrepentant when arrested, Berenson softened during years of sometimes harsh prison conditions, and was eventually praised as a model prisoner. Since her parole, she has repeatedly expressed regret for aiding the rebel group.

Berenson has acknowledged helping the rebels rent a safe house, where authorities seized a cache of weapons. But she insists she didn't know guns were being stored there. She denies ever engaging in violence.

US teen wins in Dubai, youngest on both tours (AP)

DUBAI, United Arab Emirates ? American teenager Lexi Thompson has made history as the youngest winner on both the LPGA and Ladies European Tours.

The 16-year-old Thompson shot a 5-under 67 Saturday to win the Dubai Ladies Masters, becoming the youngest professional winner on that side of the Atlantic.

Thompson pulled away from Lee-Anne Pace of South Africa to win by four strokes for her second professional victory. In September, she became the youngest winner of an LPGA tournament at the Navistar LPGA Classic in Alabama.

"It feels amazing," Thompson said. "I'm just honored they invited me back and I'm just grateful to be here. I've been working on my game really hard and it has paid off."

Thompson chipped in for a birdie on No. 9 to take a one-shot lead over Pace and extended her lead with four birdies on the back nine for a 15-under 273 total.

Pace (69) started strong with two birdies and an eagle on her first six holes, but shaky putting on the back nine ended her chances.

The 2010 European Tour money winner, Pace hit her approach shot on No. 12 over the green for her second bogey in five holes.

"Things could have been a little different," Pace said. "I hit a bad club on 12, which cost me a shot, and that is where things changed around."

Sophie Gustafson of Sweden (71) was a shot behind Pace in third place followed by four players another shot back.

Michelle Wie (72) came into the final round five shots behind leader Thompson. She fell out of contention with two bogeys and a double-bogey on the front nine, finishing tied for 12th.

"It was pretty frustrating. I couldn't get my putts going," Wie said. "I just needed to play better on the front nine all week. Nothing really went. Nothing went in. At least, I finished birdie, birdie. I gotta work on a lot of things for next season."

Thompson's father Scott, who caddies for her, said he was most impressed how she handled the pressure when Pace made her run.

"She didn't panic and kept playing her game, not worrying about what else anyone was doing," he said.

Wie offered a congratulatory tweet and predicted she would be force to reckon with in the future. The 22-year-old Wie praised the support Thompson gets not only from her father but her entire entourage.

"I think she kind of has that mentality, just grip it and rip it," said Wie, who also joined the LPGA Tour at 16 and has two wins. "She just goes out there and just kind of has fun, which is really nice to see. She's a really talented player and I'm really impressed."

Thompson is projected to move into the top 40 in the rankings. She credits her success with playing alongside her brothers, including PGA Tour member Nicholas.

The precocious Floridian qualified for the U.S. Women's Open at age 12 in 2007 at Pine Needles, tied for 10th at the tournament last year and was a runner-up by one shot last year at the Evian Masters, one of the richest events on the LPGA Tour schedule.

Her breakout moment came in September when she won the Navistar LPGA Classic by five strokes and was granted LPGA membership two weeks later.

The unfailingly polite, easy-going Thompson said she was looking forward to spending some time with friends and steadily improving next season.

"There's not really any pressure," she said. "I'm just playing the game and doing what I love. Playing every week in these tournaments is an honor for me, so I'm just coming out and relaxing and doing my best."

Her father also tried to tamp down expectations, saying he just wanted to relish her second victory since she turned pro a year-and-a-half ago.

"The first one wasn't a fluke. She has won again now. That is the great thing," he said. "The first one people may say she is lucky for the week. But she won again, so it kind of validates it."

Oil prices retreat on Europe's debt problems (AP)

Europe's financial woes pushed oil prices lower Friday for a third straight day.

The eurozone region continues to wrestle with a mountain of debt, and the only cure at hand appears to be a wave of severe spending cuts and pleas for more international aid. European Union leaders have hammered out a new plan for more central financial control and requirements for balanced budgets, but experts say those measures will do little to reduce current debts.

"That plan was a real bust," independent oil analyst and trader Stephen Schork said. "There's talk of real weakness now."

Spending cuts typically lead to declines in energy consumption. It also means fewer imports of manufactured goods from other countries like China and the U.S. Many experts think that the eurozone is already headed for a recession. Investors remain concerned that widespread bank failures could follow, and it may become increasingly difficult for businesses to raise money as more investors lose confidence in the eurozone economy.

Fitch ratings agency revised its outlook on France to "negative" from "stable" because of the country's hefty debt load. It also is considering a credit downgrade for six other nations that use the euro ? Italy, Spain, Ireland, Belgium, Slovenia and Cyprus.

Benchmark crude fell 34 cents to end at $93.53 per barrel in New York. Prices fell as low as $92.52 earlier in the day.

Brent crude, which is used to price foreign oil that's imported by many U.S. refineries, fell 25 cents to finish at $103.35 a barrel in London.

The Labor Department reported Friday that consumer prices stayed flat in November, evidence that inflation is under control. Lower energy costs helped keep prices down overall.

Retail gasoline prices fell by a penny on Friday to a national average of $3.25 per gallon, according to AAA, Wright Express and Oil Price Information Service. A gallon of regular has dropped nearly 75 cents from its peak in May, but it's still almost 27 cents higher than the same time last year.

In other energy trading, heating oil fell 2.2 cents to end at $2.8005 per gallon, and gasoline futures were virtually unchanged at $2.4870 per gallon. Natural gas finished unchanged at $3.127 per 1,000 cubic feet.

'The Artist' speaks up with 6 noms to lead Globes (AP)

BEVERLY HILLS, Calif. ? Silent film is taking over Hollywood's awards scene. The silent-era tale "The Artist" heads the Golden Globes with six nominations, among them best comedy or musical, and acting honors for its French stars, Jean Dujardin and Berenice Bejo.

Tied for second-place with five nominations Thursday are the 1960s racial tale "The Help" and George Clooney's Hawaiian family story "The Descendants." Both films are up for best drama, while Clooney was nominated for best dramatic actor and "The Help" earned acting slots for Viola Davis, Octavia Spencer and Jessica Chastain.

Also competing for best drama: Martin Scorsese's Paris adventure "Hugo"; Clooney's political thriller "The Ides of March"; Brad Pitt's baseball chronicle "Moneyball"; and Steven Spielberg's World War I epic "War Horse."

Joining "The Artist" in the best musical or comedy category are: the cancer story "50/50"; Kristen Wiig's wedding romp "Bridesmaids"; Woody Allen's romantic fantasy "Midnight in Paris"; and Michelle Williams' Marilyn Monroe tale "My Week With Marilyn."

Dujardin, who won the best-actor prize for "The Artist" in its premiere at last May's Cannes Film Festival, was nominated for best actor in a musical or comedy. He plays a silent-film star whose career nosedives as talking pictures take over in the late 1920s in "The Artist," which has virtually no spoken dialogue and is shot in the boxy, black-and-white format of the silent era.

The actor called his nomination an "incredible gift."

"To be recognized alongside such brilliant actors is an honor," Dujardin said. "The Golden Globe nomination for `The Artist' has left me speechless!"

"The Artist" also picked up a supporting actress honor for Bejo as a rising star of the sound era. Filmmaker Michel Hazanavicius earned directing and screenplay nominations for the film, which also is up for best musical score.

Clooney has three nominations. Besides best dramatic actor as a neglectful dad tending his daughters in "The Descendants," he's up for directing and screenplay for "The Ides of March." For the acting prize, Clooney will compete against his "Ides" co-star Ryan Gosling, who plays a presidential candidate's aide. Gosling had a second nomination for best musical or comedy actor as a ladies man in the romance "Crazy, Stupid, Love."

Glenn Close is also a dual contender, as best dramatic actress as a woman masquerading as a male butler in the Irish drama "Albert Nobbs" and for best song for writing the lyrics to "Lay Your Head Down," the film's theme tune.

Also nominated for dramatic actress: Davis as a black maid going public with stories about her white employer in "The Help"; Rooney Mara as a traumatized victim-turned-avenger in "The Girl with the Dragon Tattoo"; Meryl Streep as British Prime Minister Margaret Thatcher in "The Iron Lady"; and Tilda Swinton as a grieving woman coping with her son's terrible deeds in "We Need to Talk About Kevin."

Clooney has another pal in the dramatic actor race, his "Ocean's Eleven" franchise co-star Pitt, who's nominated for his "Moneyball" role as Oakland A's general manager Billy Beane. And Clooney also is competing for best director against his boss in "The Descendants," filmmaker Alexander Payne.

Gosling, Clooney and Pitt are up against Leonardo DiCaprio as FBI boss J. Edgar Hoover in "J. Edgar" and Michael Fassbender as a sex addict in "Shame."

Pitt's romantic partner, Angelina Jolie, picked up a nomination for foreign-language film for her directing debut, the Bosnian war drama "In the Land of Blood and Honey."

Scorsese for "Hugo" and Allen for "Midnight in Paris" join Clooney, Hazanavicius and Payne in the directing category.

"Making `Hugo' was an extraordinary experience for me," said Scorsese, whose tale is a loving nod to early film and French director Georges Melies. "It gave me a chance to work in 3-D, which I've wanted to do since I was young; it allowed me to make a child's adventure, the type of picture that I loved when I was young; and it provided an occasion to pay tribute to one of the cinema's greatest pioneers, Georges Melies."

Though "War Horse" made it in for best drama, Spielberg missed out on a directing nomination.

Spielberg has a consolation prize with a nomination for his first animated film, "The Adventures of Tintin." Other animation nominees are: James McAvoy's "Arthur Christmas," Owen Wilson's "Cars 2," Antonio Banderas and Salma Hayek's "Puss in Boots" and Johnny Depp's "Rango."

Along with Gosling and Dujardin, Wilson was nominated for musical or comedy actor as a writer nostalgic for the 1920s France of Hemingway and Fitzgerald in "Midnight in Paris." Also nominated are Brendan Gleeson as a bawdy, rule-breaking Irish cop on a drug investigation in "The Guard" and Joseph Gordon-Levitt as a cancer patient aided by an assortment of oddballs in "50/50."

Roman Polanski's domestic showdown "Carnage" earned musical or comedy actress slots for both Jodie Foster and Kate Winslet as mothers squabbling over their sons' schoolyard fight. The other nominees are: Charlize Theron as a delusional woman plotting to win back her high school boyfriend from his wife in "Young Adult"; Wiig as a maid of honor whose life is unraveling in "Bridesmaids"; and Williams as Marilyn Monroe during a chaotic film shoot in "My Week With Marilyn."

Kenneth Branagh as Laurence Olivier, Monroe's exasperated co-star and director on "The Prince and the Showgirl," was nominated for supporting actor. Also in the race: Albert Brooks as a gregarious but ruthless gangster in "Drive"; Jonah Hill as a statistics prodigy in "Moneyball"; Viggo Mortensen as Sigmund Freud in "A Dangerous Method"; and Christopher Plummer as an ailing, elderly father who comes out as gay in "Beginners."

Besides Bejo, supporting-actress nominees include Spencer as a sassy maid in "The Help" and Chastain as her lonely new boss. The other nominees are Janet McTeer as a cross-dressing laborer in "Albert Nobbs" and Shailene Woodley as a troublesome teen in "The Descendants."

Winslet had a second nomination, as best actress in a TV miniseries or movie for "Mildred Pierce." "Downton Abbey" and "Mildred Pierce" tied for the most television nominations with four, with both shows competing for best miniseries or movie.

Several newcomers were among the nominees, including "Boss, "New Girl," "American Horror Story" and "Homeland."

Along with the Screen Actors Guild Award nominations a day earlier, the Globes field helps narrow down prospects for the Academy Awards, whose nominations come out Jan. 24.

With drinks and dinner, the Globes are a laid-back affair for Hollywood's elite compared to the Oscars. The show turned a bit touchy last year as host Ricky Gervais repeatedly made sharp wisecracks about stars and the Hollywood Foreign Press Association, a group of about 85 entertainment reporters for overseas outlets that presents the Globes.

But Gervais helped give the show a TV ratings boost, and he's been invited back as host for a third-straight year.

Before the nominations announcement, the press group's president, Aida Takla-O'Reilly, joked that Gervais is a "naughty, naughty schoolboy."

Five-time Academy Award and Globe nominee Morgan Freeman ? who won the supporting-actor Oscar for "Million Dollar Baby" and a best-actor Globe for "Driving Miss Daisy" ? will receive the group's Cecil B. DeMille Award for lifetime achievement at the Jan. 15 ceremony.

Sharp decline in pollution from U.S. coal power plants, NASA satellite confirms

ScienceDaily (Dec. 1, 2011) ? A team of scientists have used the Ozone Monitoring Instrument (OMI) on NASA's Aura satellite to confirm major reductions in the levels of a key air pollutant generated by coal power plants in the eastern United States. The pollutant, sulfur dioxide, contributes to the formation of acid rain and can cause serious health problems.

The scientists, led by an Environment Canada researcher, have shown that sulfur dioxide levels in the vicinity of major coal power plants have fallen by nearly half since 2005. The new findings, the first satellite observations of this type, confirm ground-based measurements of declining sulfur dioxide levels and demonstrate that scientists can potentially measure levels of harmful emissions throughout the world, even in places where ground monitoring is not extensive or does not exist. About two-thirds of sulfur dioxide pollution in American air comes from coal power plants. Geophysical Research Letters published details of the new research this month.

The scientists attribute the decline in sulfur dioxide to the Clean Air Interstate Rule, a rule passed by the U.S. Environmental Protection Agency in 2005 that called for deep cuts in sulfur dioxide emissions. In response to that rule, many power plants in the United States have installed desulfurization devices and taken other steps that limit the release of sulfur dioxide. The rule put a cap on emissions, but left it up to power companies to determine how to reduce emissions and allowed companies to trade pollution credits.

While scientists have used the Ozone Monitoring Instrument to observe sulfur dioxide levels within large plumes of volcanic ash and over heavily polluted parts of China in the past, this is the first time they have observed such subtle details over the United States, a region of the world that in comparison to fast-growing parts of Asia now has relatively modest sulfur dioxide emissions. Just a few decades ago, sulfur dioxide pollution was quite severe in the United States. Levels of the pollutant have dropped by about 75 percent since the 1980s due largely to the passage of the Clean Air Act.

Vitali Fioletov, a scientist based in Toronto at Environment Canada, and his colleagues developed a new mathematical approach that made the improved measurements a reality. The approach centers on averaging measurements within a 30 miles radius (50 km) of a sulfur dioxide source over several years. "Vitali has developed an extremely powerful technique that makes it possible to detect emissions even when levels of sulfur dioxide are about four times lower than what we could detect previously," said Nickolay Krotkov, a researcher based at NASA's Goddard Space Flight Center in Greenbelt, Md., and a coauthor of the new paper.

The technique allowed Fioletov and his colleagues to pinpoint the sulfur dioxide signals from the 40 largest sulfur dioxide sources in the United States -- generally coal power plants that emit more than 70 kilotons of sulfur dioxide per year. The scientists observed major declines in sulfur dioxide emissions from power plants in Alabama, Georgia, Indiana, Kentucky, North Carolina, Ohio, Pennsylvania and West Virginia by comparing levels of the pollutant for an average of the period 2005 to 2007 with another average from 2008 to 2010.

"What we're seeing in these satellite observations represents a major environmental accomplishment," said Bryan Bloomer, an Environmental Protection Agency scientist familiar with the new satellite observations. "This is a huge success story for the EPA and the Clean Air Interstate Rule," he said.

The researchers focused their analysis on the United States to take advantage of the presence of a robust network of ground-based instruments that monitor sulfur dioxide emissions inside power plant smokestacks. The ground-based instruments have logged a 46 percent decline in sulfur dioxide levels since 2005 -- a finding consistent with the 40 percent reduction observed by OMI.

"Now that we've confirmed that the technique works, the next step is to use it for other parts of the world that don't have ground-based sensors," said Krotkov. "The real beauty of using satellites is that we can apply the same technique to the entire globe in a consistent way." In addition, the team plans to use a similar technique to monitor other important pollutants that coal power plants release, such as nitrogen dioxide, a precursor to ozone.

OMI, a Dutch and Finnish built instrument, was launched in 2004, as one of four instruments on the NASA Aura satellite, and can measure sulfur dioxide more accurately than any satellite instrument flown to date. Though OMI remains in very good condition and scientists expect it to continue producing high-quality data for many years, the researchers also hope to use data from an upcoming Dutch-built OMI follow-on instrument called TROPOMI that is expected to launch on a European Space Agency satellite in 2014.

On July 6, 2011, the U.S. Environmental Protection Agency (EPA) finalized the Cross-State Air Pollution Rule (CSAPR), requiring 27 states to significantly reduce power plant emissions that contribute to ozone and fine particle pollution in other states. This rule replaces EPA's 2005 Clean Air Interstate Rule (CAIR). A December 2008 court decision kept the requirements of CAIR in place temporarily but directed EPA to issue a new rule to implement Clean Air Act requirements concerning the transport of air pollution across state boundaries. This action responds to the court's concerns.
